FEBRUARY 23, 2022 – Ukraine has declared a state of emergency in all of Ukraine except for eastern Donetsk and Luhansk oblasts starting on Feb. 24.
The parliament approved the decree introduced by President Volodymyr Zelensky on Feb. 23, as the threat of Russia’s all-out invasion of Ukraine continues to grow.
Donetsk and Luhansk oblasts already have a special legal status because of Russia’s ongoing occupation since 2014.
Restrictions introduced by the state of emergency are due to last 30 days and will vary depending on the region.
The state of emergency allows the authorities to temporarily limit the public’s constitutional rights.
The decree green-lights the following measures:
- increased public order protection and security;
- checks of identification documents of civilians and frisking if necessary;
- ban on protests;
- temporary or permanent evacuation of people from dangerous areas and providing them with accomodation;
- ban on relocation of conscripts and reservists without notice;
- ban on producing and spreading information that may “destabilize the situation”;
- ban on amateur radio transmitting devices.
- Other measures that may be implemented “if necessary” include:
a curfew;
a special regime of entry and exit;
ban on mass events;

I had contact with 2 hams from Ukrain. On digimode. According qrz.com were they someplace in the center of Ukrain. So long the are activ, I’m responding.

The Ukraine hams are QRT by their government’s instruction. Maybe we, who can still transmit should be passing messages of support for Ukraine between ourselves, so that the Ukraine hams can hear and take encouragement

All station that are “active” from Ukraine, are from the Donjeck, Lugansk and Crimeao (D1). Ignore the operation of these stations.

It’s war. During WW1 and WW2 amateur radio was shut down. During WW2, most of the spectrum was used by Allied and Axis militaries, with the exception of shortwave broadcasting on both sides. Why is it surprising that the Ukraine government shut down amateur radio operation?
In other words, the United States doesn’t want information going in or out because they are currently in the middle brokering another regime change, similarly to what they did in Ukraine in 2014.
If I was over across the pond and this was taking place I’d be glued to the Ham radio or shortwave receiver while leaving the transmit function off until absolutely necessary – too many eavesdropping electronic ears to be transmitting.
In my mind on the World existe many rockets for destroing magnetic field surces. Radio silence for radioamators this for save to not be mistake like be error on the program on the rocket mesalls.
And D1DX continues his transmitting as expected.

Same ham restrictions occured in 1982 during the Malvinas Is. War in Argentina. I wish peace for Ukranian People.
Apparently Alun has not heard of COMMSEC, direction finding, and general security of the civilian population as well as RF munitions.
Communications are not down but restricted for security and not invite additional attacks on infrastructure.

I remember when ham radio was banned in USSR way back in 76. We still got through to chat about weather and geography etc
Transmitting during this period might just invite a missile to your location. Probably not a good idea to transmit at this time.

Bad move. In times of emergency, radio hams carry information in and out for ordinary people when communications are down, as apparently they are. A Ukrainian woman interviewed on TV said they have no phone service and their internet os dow, which is exactly when ham radio is needed.
